MIDENO Champions Farmers: 25,000 Supported in the Fight Against Food Insecurity

The Northwest Development Authority (MIDENO) recently reaffirmed its dedication to alleviating food insecurity by fostering favorable conditions for farmers to fulfill their essential roles in the production chain. The Director General Cletus Anye Matoya made this commitment during MIDENO's annual press conference held on December 31, 2025, where he highlighted the support provided to 25,000 farmers in the Northwest through the PULCCA project during the year.

Technical Progress Report Highlights

During the presentation of the Technical Progress Report by Nde Emmanuel, Director of the Technical Department, several key investment achievements across five major operational frameworks were discussed, outlining the status as of December 2025:

 

1. Cameroon Emergency Food Crisis Combat Project (PULCCA)

A pivotal point discussed was the framework agreement MIDENO signed on February 14, 2024, with the Cameroon Emergency Food Crisis Response Project (PULCCA). This bilateral initiative between the government of President Paul Biya and the World Bank aims to combat food insecurity in six regions of the country, including the Northwest. As one of the executing agencies, MIDENO contributes to the project's broader goal of strengthening food and nutrition security while enhancing climate resilience for targeted households.

The PULCCA project (2024-2025) operates with an estimated budget of nearly 5 billion CFA francs. 

Outcomes include:

- Construction of 111 community storage structures

- Acquisition of 111 storage warehouse equipment kits

- Capacity building for at least 1,500 beneficiaries in post-harvest management

- Integration of 1,000 women refugees and internally displaced persons (IDPs) into local organizations

- Provision of basic inputs, including improved seeds and equipment, to 10,700 vulnerable farmers, 60% of whom are women

 

2. Agricultural Value Chain Production and Productivity

Key Achievements:

- 100% financial execution for both 2024 residual and 2025 activities.

- Distribution of agricultural inputs to thousands of farmers, including:

  - 30 tons of maize seeds for 5,000 farmers (2024)

  - 15 tons of maize seeds for 2,500 farmers (2025)

  - 10 tons of potato seeds for 25 farmers

  - 1 ton of wheat seeds for 50 farmers

 

3. Coffee Sub-Sector Revamping Programme (ONCC Funding)

Significant progress includes:

- Construction and equipping of an ultra-modern coffee shop.

- Renovation of the Mezam Area Cooperative Union warehouse.

- Sensitization workshops for local stakeholders.

 

4. Sustainable Agricultural Systems & Food Security

Addressing climate change, MIDENO took the following initiatives:

- Distribution of 10,000 environmentally friendly trees.

- Acquisition and deployment of three tricycles for the Nkambe Waste Management System.

- Achievements include enhanced climate resilience and strengthened local ecosystems.

 

5. Earth Road Rehabilitation Agreement

Galim-Bamenyam-Awing-Akum Road (41.7 km)

- Phase 1: 100% completed

- Phase 2: 93% completed

- Phase 3: 4% mobilization

 

 6. Presidential Plan for Reconstruction and Recovery (PPRD) Projects

Launched in response to the socio-political crisis, the PPRD aims to restore peace and promote sustainable development. Notable projects include road rehabilitations and bridge constructions across various regions, totaling a value of CFA 996.3 million.

 

Financial Overview

Administrative and Finance Director Bawe Ernest Ndi reported a budget execution percentage of 78% for 2025, advocating for better resource disbursement and addressing price variation challenges.

 

Looking Forward

Despite the struggles faced in 2025 due to ongoing crises, Director General Cletus Anye Matoya emphasized the institutions commitment to adaptability and community engagement. He assured stakeholders of MIDENO's determination to enhance transparency and collaboration while continuing to support farmers in 2026 with essential inputs to boost production.

"As we navigate the road ahead, our focus remains on addressing climate change, youth unemployment, and infrastructure deficits," DG Matoya stated, emphasizing the importance of joint efforts in achieving developmental goals.
